Cabinet of Ministers reviews 2027 state budget

Azerbaijan’s Cabinet of Ministers, chaired by Prime Minister Ali Asadov, has held a detailed review of the draft state budget for 2027 and related documents.

Speaking at the meeting, Prime Minister Ali Asadov said the consistent policy course pursued by President Ilham Aliyev over the past year, along with his wide-ranging diplomatic efforts, is opening new avenues for the country’s future progress. He noted that as Azerbaijan continues its push for lasting peace and stability in the region, it is also prioritizing the reconstruction of its liberated territories, the Great Return program, the diversification of its economy and the country’s long-term development.

Asadov said the new medium-term period covering 2027-2030 presents Azerbaijan with fresh challenges and targets, shaped by a complex geopolitical and economic environment in the region as well as broader global trends. This, he said, calls for making efficient use of existing opportunities, factoring in the main directions of state policy for the coming stage, and stepping up preparedness against potential risks.

The prime minister said sound budget and fiscal policy will play a key role in delivering on these tasks. Among the main requirements for the period ahead, he listed channeling financial resources toward core priorities, preserving socio-economic stability and meeting strategic development goals. This, in turn, means fiscal planning must be closely aligned with the country’s long-term development direction and the strategic documents currently being implemented.

In this context, Asadov highlighted the particular importance of the “Azerbaijan 2030: National Priorities for Socio-Economic Development” document, the Socio-Economic Development Strategy for 2022-2026 drawn up on its basis, and the First State Program for the Great Return covering the liberated territories. He added that these documents are being successfully implemented, and that this year marks the final year of the Strategy’s implementation.

According to Asadov, draft versions of a new strategy for 2027-2030 and of a Second State Program for the Great Return have already been prepared. Following extensive discussions at the Economic Council, both documents were submitted to President Ilham Aliyev, and final adjustments are now being made to the strategy to take into account new state programs recently adopted by the president. Asadov said the document is expected to be approved within a few months.
