Azerbaijan’s draft state budget for 2027 raises the national subsistence minimum to 314 manats. The same figure has been set as the poverty threshold used to determine eligibility for social support.
According to the draft law “On the State Budget of the Republic of Azerbaijan for 2027,” the subsistence minimum for the working-age population will rise to 334 manats. That figure stood at 317 manats in 2026.
For pensioners, the subsistence minimum is set to increase to 258 manats, up from 245 manats this year. For children, it will climb from 260 manats to 274 manats.
Overall, the nationwide subsistence minimum will rise to 314 manats from 300 manats in 2026. The poverty threshold, known as the needs criterion, is forecast at the same level of 314 manats.
The budget bill is expected to be put forward for discussion in the Milli Majlis in the coming days.
