Azerbaijan’s 2027 budget sees non-oil revenue share hit 60.6%

Azerbaijan’s draft 2027 state budget, submitted to parliament, projects that non-oil and gas revenue will make up 60.6% of total budget income — the highest share in two decades.

The draft budget law was reviewed at a meeting of the Milli Majlis committee on economic policy, industry and entrepreneurship. According to the document, total state budget revenue for 2027 is projected at 39.254 billion manats, of which 23.774 billion manats, or 60.6%, will come from the non-oil and gas sector, while 15.480 billion manats, or 39.4%, will be generated by the oil and gas sector.

The document notes that over the past five years, the actual share of non-oil and gas revenue in state budget income has grown from 43.3% to 51.9%. The 60.6% figure planned for 2027 would be the highest level recorded in that period.

At the initiative of Azerbaijan’s Economy Ministry, the origin of extra-budgetary funding sources has been clarified. To avoid double-counting this revenue, 297 million manats was subtracted from the total, including from non-oil and gas income.

Comparison with previous years

Compared with the 2026 forecast, combined revenue from the oil and gas sector — including transfers from Azerbaijan’s State Oil Fund — is expected to fall by 955 million manats, or 5.8%. At the same time, non-oil and gas revenue is projected to rise by 1.6 billion manats, or 7.2%.

Against the actual results for 2025, oil and gas revenue is expected to decline by 3.3484 billion manats (17.8%), while non-oil and gas revenue is set to grow by 3.4178 billion manats (16.8%).
