Tunnel and bypass road planned for Baku ring road junction

Baku authorities plan to overhaul traffic flow at the junction where Mahammad Khiyabani Street meets the Outer Ring Road. The project includes a tunnel-style overpass, a roundabout-style interchange and a new bypass road toward the Garadagh district.

Azerbaijan’s State Road Agency (AAYDA) is redesigning one of Baku’s key road junctions, at the point where Mahammad Khiyabani Street crosses the Outer Ring Road. Plans call for an underpass-style bridge, a roundabout to manage traffic flow, and an additional road link toward Garadagh.

The aim is to separate traffic streams heading in different directions by routing them across multiple levels. This is expected to ease congestion at the junction, cut the number of intersection points that raise collision risk, reduce waiting times and make it easier for vehicles to enter and exit the junction.

Pedestrian crossings will also be built into the project to ensure safe passage during construction.

Once the new junction opens, traffic distribution toward the 20 Yanvar, Shamakhinka and Garadagh routes will also change.

The project is one of 24 planned under a state program covering 2025-2030 aimed at upgrading Baku’s road network and its surrounding infrastructure.
