Azerbaijan’s draft law on the 2027 state budget envisages transferring 11.9 billion manats from the State Oil Fund (SOFAZ) to the state budget, down 935 million manats, or 7.3%, from this year’s approved figure.
The approved 2026 budget had set the upper limit for State Oil Fund transfers at 12.835 billion manats. Under the new draft law, this amount will be reduced next year.
The change will also affect the structure of budget revenues. In 2026, SOFAZ transfers account for around 33.2% of the state budget’s total revenues, but this share is expected to drop to 30.3% in 2027, a decline of about 2.9 percentage points.
Meanwhile, the state budget’s total revenues for 2027 are forecast at 39.254 billion manats, which is 645 million manats more than the approved figure for 2026.
