Numbeo index: Azerbaijan trails all its neighbors in healthcare ranking

Azerbaijan ranked 92nd out of 101 countries in Numbeo’s global healthcare index for the first half of 2026, scoring lower than every neighboring state in the region.

Azerbaijan scored 49.02 points to place 92nd out of 101 countries in the Numbeo healthcare ranking. Turkey, by contrast, took 24th place with 71.34 points, topping the regional table and even overtaking Germany, which came in 25th.

Other countries in the region also scored considerably higher than Azerbaijan. Uzbekistan ranked 49th with 64.42 points, Russia placed 60th with 61.69 points, Kazakhstan took 61st with 60.70 points, Armenia stood 62nd with 59.99 points, and Georgia came in 77th with 56.46 points.

Expert cites organizational gaps in the system

Healthcare expert Adil Qeybulla said the index places greater weight on patient satisfaction, access to services and attention to public health than on the amount of funding directed to medical insurance. According to him, this explains why Turkey, despite lagging behind Germany on financial indicators, ranks above it overall.

Qeybulla described Azerbaijan’s low standing as puzzling, noting that the country already uses advanced European technologies such as robotic surgery systems and PET-CT scanners. In his view, this points to significant problems in how the healthcare system is organized.

To protect public health, Qeybulla argued, Azerbaijan needs to fully digitalize its healthcare system, introduce individual electronic medical records for every citizen, and apply international standards when assessing loss of work capacity. He also stressed the need to eliminate unnecessary and inefficient institutions within the system.
