Azerbaijan’s Cabinet of Ministers has signed an order on rolling out a new funding model for state general education schools. Under the order, proposals on the annual cost per student, and on the coefficients that will raise that amount, must reach the government within half a month.
Order No. 728s, signed by Prime Minister Ali Asadov on 30 September, puts into effect Presidential Decree No. 793 of 24 September.
The Ministry of Science and Education will draft proposals on the annual education cost per student for each type of school that moves to per-capita funding. The ministry must also draft rules for funding these schools from the state budget. The rules will set out how coefficients are applied to the per-student amount at each level of general education. The documents must be agreed with the Ministries of Justice and Finance and submitted to the Cabinet within 15 days.
The Ministry of Justice has five months to propose how the Cabinet’s regulations should be brought into line with the new decree. Central executive bodies must take the necessary steps on their own regulations and report to the Ministry of Justice within four months at the latest. The ministry will then make sure those acts comply with the decree and report back to the government within six months.
The Cabinet Office’s Humanitarian Affairs Department will oversee the first part of the order. The Legal and Legislative Department will oversee the rest. The order took effect on the day it was signed.
