Drivers who hold a phone while driving will soon be identified automatically by photo and video recording systems, under amendments being prepared to Azerbaijan’s Code of Administrative Offences. The fine for the violation stays at 50 manats.
The proposal to automatically detect drivers talking on the phone was put forward by the Milli Majlis’s Committee on Legal Policy and State Building during a discussion on October 27. The committee reviewed the relevant additions to the Code of Administrative Offences at the session. Under the plan, drivers who hold a phone in their hand while talking behind the wheel will now be identified using special technical equipment.
Until now, such violations were mostly recorded through direct observation by traffic police officers. Once the new rules take effect, these offences will instead be detected by devices equipped with photo and video recording functions, making the process fully automated.
The fine itself is not changing: a driver caught holding and using a phone while driving will still pay 50 manats, as before. The only difference lies in how the violation is detected.
Unauthorised advertising on vehicles to be monitored by camera as well
According to the draft legislation, cases where advertising is placed on vehicles without the approval of the relevant state body, or in violation of established rules, will also be recorded using technical devices.
For this type of violation, individuals will face fines of 30-50 manats, officials will be fined 150-200 manats, and legal entities will face fines ranging from 1,500 to 2,000 manats.
