Azerbaijan’s 2027 budget earmarks 5.09 billion manat for education

Azerbaijan’s draft state budget for 2027 allocates 5 billion 98 million 986 thousand manat to education, according to the bill “On the State Budget of the Republic of Azerbaijan for 2027”. That is 82 million 589 thousand manat, or 1.6%, more than the approved 2026 budget.

The 2026 state budget had allocated 5 billion 16 million 398 thousand manat to education. The planned increase for 2027 means overall funding for the sector continues to rise.

How education funding is divided by sector

Under the draft budget, general education will receive 2 billion 185 million 407 thousand manat in 2027. Preschool education is allocated 434 million 774 thousand manat, higher education 240 million 553 thousand manat, and vocational education 115 million 405 thousand manat.

By comparison, the 2026 budget set aside 2 billion 414 million 835 thousand manat for general education and 468 million 192 thousand manat for preschool education.

Cuts planned in some areas

Despite the overall rise in education spending, funding for general education is set to fall by 229.4 million manat, or 9.5%, while preschool education funding will be cut by 33.4 million manat, or 7.1%.
