Renting out SIM cards for profit now carries fines of up to 5,000 manats

People who rent out their mobile phone number or handset to earn regular income face fines under current regulations in Azerbaijan. Penalties range from 300 manats to 5,000 manats depending on the offender’s status.

Under current legislation, individuals who hand over a SIM card or phone handset to a third party for regular income face fines of 300-500 manats. Officials face fines of 1,000-2,000 manats, while legal entities can be fined 3,000-5,000 manats for the same violation.

According to the regulations, contracts that mobile operators sign with subscribers must explicitly prohibit transferring SIM cards and other identification modules to others for permanent use, as well as earning income by renting them out.

In addition, individuals and legal entities are obliged to immediately report the loss or theft of an identification module or phone handset to the relevant state body. This obligation must also be spelled out in the subscription agreement and its accompanying documents.
