Azerbaijan’s digital ministry signs AI memorandum with Wonderful

Azerbaijan’s Ministry of Digital Development and Transport has signed a Memorandum of Understanding with the company Wonderful to explore the use of artificial intelligence solutions in state agencies. The document was signed in Baku.

Azerbaijan’s Ministry of Digital Development and Transport has signed a Memorandum of Understanding with the company Wonderful on cooperation in artificial intelligence. The agreement aims to explore opportunities for testing AI-based solutions within state agencies.

The signing ceremony in Baku brought together Deputy Minister Rashad Hasanov, Chairman of the Innovation and Digital Development Agency (IDDA) Farid Osmanov, and a delegation led by Wonderful co-founder and CEO Bar Winkler. The company’s delegation also included its Central and Eastern Europe director, Omer Peres, and its general manager for the Caucasus and Central Asia, Vitaly Gordon.

The two sides plan to build a shared artificial intelligence system for use by citizens, entrepreneurs and government bodies alike. The system is expected to be integrated into the country’s “Government Cloud” (G-Cloud) platform, allowing Wonderful’s technological solutions to be tested across individual ministries and agencies.

Rashad Hasanov said the move aligns with the goals of the 2026-2028 action plan on “Accelerating Digital Development” and will help make public administration more agile. Bar Winkler described Azerbaijan as an important and lasting partner for the company, adding that Wonderful was pleased to be expanding its local workforce in Baku.

Pilot projects discussed at round table

Following the signing, the Innovation and Digital Development Agency organized a meeting attended by representatives of several state bodies. The event showcased the capabilities of the Wonderful platform, including verification of residence applications, approval of import documents, an anonymous digital assistant in Azerbaijani for families, voice support on the “mygov” portal, and assistance for public transport passengers.

Company’s expansion plans in the country

Wonderful intends to set up a local legal entity in Baku, hire local specialists and provide them with training. The company has already hired its first employee in the country, marking the first concrete step toward building a local team.

The memorandum was drawn up in line with the goals of Azerbaijan’s Artificial Intelligence Strategy for 2025-2028 and the country’s broader digital development action plan.
